WNCSource administers the HUD-funded Housing Choice Voucher (HCV) program in Henderson and Transylvania Counties. The HCV program connects low-income seniors, veterans, disabled individuals and families with safe, affordable housing and partners with landlords to expand housing options.
The Family Self-Sufficiency (FSS) Program helps HCV participants achieve independence through financial literacy and goal-setting in education, employment, and savings. Participants can earn and escrow savings funds for future needs like homeownership, starting a business or other dreams. Participation is voluntary but transformative!
To qualify for a Housing Choice Voucher (HCV), individuals or families must have an income below 50% of the area’s median income. Check Income Limits here. Participants are expected to contribute 30% of their adjusted monthly income towards rent and utilities, and the HCV program covers the rest, up to a set limit.
We ensure all rental units meet HUD’s Housing Quality Standards through initial inspections and annual re- inspections. Families receive annual re-evaluations to adjust rent portions based on income. WNCSource currently receives funding to assist approximately 646 families in Henderson and Transylvania Counties.

The Family Self-Sufficiency (FSS) program is designed for Housing Choice Voucher (HCV) participants who are ready to take control of their financial future. With the help of our trained FSS Caseworker, you can learn financial management skills, create a savings plan, pursue higher education or vocational training, and connect with the resources and support you need to achieve your personal and professional goals. As you progress, you’ll accrue savings that can be used for a down payment on a home or other life-changing investment.
